Frederick Newton
Frederick Newton, born in 1951 (died August 8, 1986), was a Dominican military officer who served as the Commander of the Dominica Defence Force (DDF). He is historically notable for leading a violent, failed coup d’état against the government of Dominica in December 1981. Following his trial and conviction for murder resulting from the attack, Newton was executed by hanging in 1986, making him the last individual to receive the death penalty in the Commonwealth of Dominica.
Military Career and Command
Newton entered national service as a member of the Royal Dominica Police Force before joining the newly established Dominica Defence Force, which was formed following independence in 1978. He advanced through the officer ranks to become the commanding officer of the DDF during Prime Minister Patrick John‘s administration.
His tenure as commander became highly controversial during the political instability of 1979 and 1980. Following the election of Prime Minister Eugenia Charles in 1980, the administration viewed the leadership of the DDF with suspicion due to alleged ties to the ousted Prime Minister John. This friction culminated in the official disbandment of the Dominica Defence Force by the Charles administration in early 1981.
The 1981 Coup Attempt and Legal Proceedings
On December 19, 1981, Newton organized and led a group of former DDF soldiers in a coordinated armed assault on the police headquarters in Roseau and the main prison facility. The objective of the raid was to seize weapons, release political prisoners (including Patrick John), and overthrow the constitutionally elected government. The Royal Dominica Police Force successfully repelled the assault. The conflict resulted in the death of Police Sergeant Errol George and the wounding of several other officers. Newton was captured and arrested by state authorities shortly after the attack failed.
Newton was subsequently indicted on charges of treason and murder. The high-profile trial concluded in 1983, with the High Court finding Newton guilty of organising the insurrection and being responsible for the murder of Sergeant George. He was sentenced to death by hanging. Newton appealed the verdict, taking his case to the Eastern Caribbean Supreme Court and petitioning for executive clemency. The appeals were systematically dismissed, and the Dominica Privy Council upheld the capital sentence.
Execution and Aftermath
On the morning of August 8, 1986, Newton was executed at the state prison in Roseau. His execution marked the conclusion of the legal and political fallout from the 1981 coup attempts. Because no further executions have been carried out by state authorities since that date, Newton remains the final person executed under the criminal justice system of Dominica.
