Green Eco-Industrial Park (GEIP)
The Green Eco-Industrial Park (GEIP) is the crown jewel of Dominica’s 2030 industrial strategy. While the Roseau Valley focuses on domestic power, the GEIP, located in the Northern Geothermal Zone near Portsmouth and Penville, is designed to be a global-scale production hub for green commodities.
This project has moved from the feasibility stage into active exploration, with the government and its lead partner, Kenesjay Green Limited (KGL), targeting the commencement of exploration drilling in the northern reservoir this quarter. The goal is to transform Dominica from an importer of expensive diesel into the Caribbean’s first exporter of Green Hydrogen and Green Ammonia.
The Anchor: The Green Hydrogen Complex
The heart of the Eco-Industrial Park is a high-tech facility that uses surplus geothermal electricity to split water into hydrogen and oxygen through electrolysis.
- Production Capacity: The park is designed to produce between 27,000 and 30,000 tons of green hydrogen annually.
- Green Ammonia Facility: A 100MW green ammonia plant is the primary downstream component. Ammonia is easier to store and transport than pure hydrogen, making it the perfect vector for exporting Dominica’s volcanic energy to international markets like Belgium and Trinidad & Tobago.
- Northern Geothermal Resource: Unlike the 10MW domestic geothermal power plant located in Laudat, the northern reservoir has a massive estimated potential of 250MW to 400MW, providing the high-energy baseline needed for heavy industrial chemical synthesis.
Strategic Link: The Portsmouth Maritime Hub
The GEIP is strategically positioned to leverage the deep-water capabilities of the Portsmouth/Cabrits area. This creates a well-to-wake ecosystem where the energy produced in the mountains is used immediately at the coast.
- Bunkering for Green Shipping: In March 2026, Dominica hosted the Green Pioneer, the world’s first ammonia-powered vessel, at the Cabrits Marina. This served as a live demonstration of how the GEIP will eventually provide zero-carbon fuel to the global shipping industry.
- Shore Power (Cold Ironing): The park will provide high-voltage renewable energy to the Cabrits Cruise Ship Terminal, allowing luxury vessels to turn off their engines while docked, effectively eliminating local air and noise pollution.
- Export Logistics: Dedicated cryogenic pipelines will connect the GEIP production units directly to specialized loading arms at the harbor for liquid ammonia tankers.
Economic and Social Impact Data
The establishment of the Green Eco-Industrial Park is a pillar of the 2025/2026 National Budget, which aims to create 4,000 new jobs over the next four years.
