Simeon Joseph Raises Concern About Shrinking Civic Space in Dominica

Social scientist Simeon Joseph has warned that civil society in Dominica has lost much of its independence and influence, raising concerns about the long-term health of public discourse and democratic accountability.

Speaking during a recent discussion, Joseph argued that many organisations once known for speaking out on national issues have retreated from their watchdog role. “Civil society has become very quiet in Dominica,” he said, adding that groups which previously challenged authority are now largely absent from public debate.

Joseph suggested that fear and social pressure have contributed to this silence. “People are afraid to speak because they believe there are consequences for speaking,” he stated, pointing to a climate where individuals and organisations may avoid criticism to protect livelihoods or social standing.

He also questioned the independence of some civil society bodies, noting that reliance on state support can weaken advocacy. “When organisations depend heavily on government funding or favour, it becomes very difficult for them to hold that same government accountable,” Joseph said.

According to the social scientist, the decline in strong civic engagement reduces citizens’ opportunities to organise, question policy decisions, and contribute meaningfully to national development. He warned that without active civil society participation, important issues risk being addressed only within political spaces, limiting broader public involvement. Joseph called for renewed courage and organisation among civic groups, stressing that an engaged civil society is essential for balanced national discussion and public confidence.

He said rebuilding that culture would require citizens and organisations alike to recommit to independence, participation, and principled advocacy.
