Former Civil Service Association General Secretary Alvin Thomas is calling for a more structured and deliberate role for Dominicans living abroad, as well as increased political engagement among young people, as essential components of national development.
Speaking during a discussion on national progress, Thomas argued that meaningful change in Dominica will require coordinated action from citizens both at home and abroad. He stressed that the diaspora possesses experience, networks, and influence that can be mobilised to support economic growth and institutional reform.
“I agree with him,” Thomas said in reference to earlier comments on national development. “And that is why I believe a lot is going to rest on us. When I say us, I mean those of us Dominicans in the diaspora to assist with that development process or that change, whatever it is, to move Dominica forward.” He pointed to examples of diaspora communities in countries such as Israel and Ireland that have developed structured systems of engagement to influence economic and political outcomes abroad. According to Thomas, similar models could be adopted to strengthen Dominica’s development trajectory.
Beyond the diaspora, Thomas highlighted what he described as a troubling decline in youth political participation. He noted that low voter turnout and reduced civic engagement among young people represent a serious democratic concern.
“One particular group of people that we cannot pay attention to is our young people,” he stated, emphasising that their involvement is critical to shaping long-term policy and governance outcomes.
Thomas argued that building a more inclusive and participatory political culture is necessary to address national challenges. He suggested that structured outreach, civic education, and targeted engagement initiatives could help bridge the gap between younger citizens and the political process.
His remarks come amid ongoing public debate about electoral participation, governance reform, and the broader direction of national development. Thomas maintains that without active diaspora involvement and youth engagement, meaningful progress will remain limited.
