Job Description

The Ministry of Tourism is seeking an accomplished Director of Civil Aviation to lead the regulation and development of Dominica's aviation sector. This executive position is ideal for a strategic leader committed to aviation safety, regulatory excellence, and strengthening the country’s national and international aviation presence.

Position Summary

The Director of Civil Aviation is responsible for the effective administration, regulation, and oversight of civil aviation within the Commonwealth of Dominica. The post holder exercises the statutory powers and functions conferred under the civil aviation laws of Dominica, ensuring compliance with national legislation and the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organization (ICAO).

The Director provides strategic leadership for the development of the civil aviation sector, promotes the highest standards of aviation safety and security, and represents the Government of Dominica in regional and international aviation matters.

Responsibility

• The successful candidate will be responsible for: 
• Providing regulatory oversight and ensuring compliance with all applicable civil aviation legislation, regulations, and international obligations.
• Promoting and maintaining the highest standards of aviation safety, aviation security, and operational oversight.
• Overseeing the certification, licensing, and surveillance of aviation operators, service providers, aerodromes, and aviation personnel.
• Providing strategic leadership for the sustainable development of the civil aviation sector, including air transport policy and route development initiatives.
• Managing the Civil Aviation Unit and ensuring the efficient administration of its human, financial, and technical resources.
• Representing the Commonwealth of Dominica at regional and international aviation meetings, negotiations, and technical forums.
• Advising the Government on civil aviation policy, legislation, and emerging developments within the aviation industry.

Experience and Qualifications

• A Bachelor's Degree in Aviation Management, Aeronautical Engineering, Aviation Safety, Air Transport Management, Public Administration, Law, or another relevant discipline, together with a minimum of five (5) years of progressively responsible experience in civil aviation or a related field; or
• A Master's Degree in a relevant discipline together with a minimum of three (3) years of progressively responsible experience in civil aviation or a related field. 
• Professional training or certification in aviation safety, aviation security, airworthiness, flight operations, or ICAO-related disciplines will be considered an asset.
