Job Description
The Dominica Air and Sea Ports Authority (DASPA) is seeking an accomplished Chief Operations Officer to oversee critical air and sea port operations. The successful candidate will provide strategic leadership, optimize operational performance, and support the continued development of Dominica's transport infrastructure.
Responsibility
- The Chief Operations Officer (COO) will support the Chief Executive Officer (CEO) by developing and implementing relevant policies, strategies, and procedures with special responsibility for the provision of operational oversight, at Dominica Air and Sea Ports Authority (DASPA).
- Leading the operational management function of DASPA’s portfolio of operations and assets. This includes monitoring the performance of DASPA’s operations, ensuring compliance with the relevant ICAO, ECCAA, IMO, SOLAS, local regulations, and requirements; and ensuring a prioritized operational programme for improvement, renewals, and growth.
Experience and Qualifications
- Bachelor’s degree in finance, business, or a related field
- Master’s in business or similar relevant field
- 5+ years’ experience in management in Air and/or Sea Port Operations

An attractive remuneration package will be offered. The position will be contractual for two years in the first instance, subject to renewal based on performance.

Dominica Air and Sea Ports Authority (DASPA) is charged with providing a coordinated and integrated system of airports, seaports, port services, as well as managing the assets, liabilities, resources, and functions of the ports. The DASPA Act allows the Authority to contract out any of these responsibilities, with the authorization of the Minister. DASPA provides tailgating, stevedoring and longshore services at the seaports while ground handling is provided by private local companies at the airports.
