Joshua Francis Confirms Joann Green as UPP’s Roseau North Caretaker

The United Progressive Party (UPP) has appointed healthcare entrepreneur Joann Green as its caretaker for the Roseau North constituency, according to party leader and attorney-at-law Joshua Francis.
Speaking during a recent interview, Francis confirmed that Green has already begun engaging residents throughout the constituency and has been actively participating in community activities and outreach efforts.
“The United Progressive Party has a caretaker in the Roseau North constituency. She has been on the ground. She has been meeting with constituents in the Roseau North constituency,” Francis stated.
Despite the appointment, Francis said the party has not yet made a final decision on whether it will contest the upcoming Roseau North by-election or await a possible general election.
He explained that the party’s decision will depend on several factors, including the timing of the by-election and ongoing discussions with other opposition parties.
“The decision as to whether we contest the election or not depends on several variables, one of which is we are awaiting the formal and official statement from the Prime Minister as to when you would have that by-election,” Francis said.
According to Francis, consultations are continuing among opposition parties, and the outcome of those discussions could influence the UPP’s eventual approach to the contest.
Green, who operates a healthcare business providing services to elderly persons, is originally from the Fond Cole area and is described by the party as having strong grassroots connections within the constituency. Francis noted that she has extensive experience in healthcare, having previously worked at the Dominica China Friendship Hospital.
He added that Green’s background in healthcare and community service positions her well to understand and respond to the needs of residents.
The Roseau North seat became vacant following the resignation of former Parliamentary Representative Miriam Blanchard earlier this month on health grounds. While a date for the by-election has not yet been announced, political activity within the constituency has intensified in recent weeks, with both government and opposition parties increasing their presence on the ground.
Francis said the UPP will continue consultations and constituency engagement as it assesses the political landscape and determines its next steps regarding the impending electoral contest.
