Annie Edwards Says Dominica Ignoring National Land Use Plan

Former Physical Planner Annie Edwards says Dominica continues to move away from the principles outlined in its National Land Use Policy, warning that weak enforcement and politically influenced development decisions are undermining proper planning across the island.

Speaking during a public discussion on national development, Edwards argued that planning policies already exist but are too often ignored when major projects and approvals are being considered.

We have a National Land Use Policy. We have plans. We have documents. But are we following them?” Edwards questioned. According to Edwards, land use planning should guide decisions involving housing, tourism, agriculture, commercial expansion, infrastructure and environmental protection rather than reacting after problems emerge.

She warned that poor planning can contribute to flooding, hillside instability, traffic congestion, environmental degradation and conflicts over land use, particularly in vulnerable communities. Edwards also suggested that technical recommendations from planners are not always given sufficient priority in the final decision-making process.

“There are times when professional advice is offered, but the decisions taken go in another direction,” she stated.

The former planner expressed concern that some developments continue without adequate consideration for long-term environmental and community impacts.

She further argued that proper planning should not be viewed as an obstacle to development but rather as a system intended to protect communities while ensuring sustainable national growth.

She also questioned whether planning authorities are being given enough independence and authority to properly enforce national development standards.
