Job Description
As an Examiner within the Financial Services Unit, Ministry of Finance, Economic Development, Climate Resilience
and Social Security, you’ll safeguard financial stability through analysis, inspections, and regulatory oversight. This role suits analytical professionals who value accuracy, sound judgement, and public accountability, and who contribute directly to the supervision of Dominica’s financial institutions.
Responsibility
- Coordinates the activities pertaining to assigned surveillance issues to maintain a high level of efficiency of the Unit by;
- Acquiring knowledge of monitoring assigned sector/program;
- Conducting offsite surveillance based on analysis of financial reports and
prudential returns; and - Maintaining database of statistical revenue and other information.
- Conducts on site examinations to ensure the efficient and effective operations of the
financial institutions including:
- Liaising closely with the ECCB and other regulators; and
- Participating in pre-planning, on-site and post examination process of assigned
institutions/sector and portfolio of financial institutions as required.
- Participates in National Disaster preparation, response and recovery activities in
accordance with the Disaster Management Standard Operating Procedures and
Climate Resilience and Recovery Plan, for the purpose of achieving a collective
approach to building National Resilience by:
- facilitating the implementation of the Ministry’s/Division’s/Department’s hazard
safety and security measures; and - participating in Disaster Risk Reduction and Management capacity building and
awareness programmes;
- Performs other related functions for the smooth functioning of the Unit including:
- Processing applications for business license and/or regulatory approval; and
- Responding to queries and correspondence relating to assigned financial
institutions and sectors;
Experience and Qualifications
- A Bachelor’s Degree in Financial Management or Business Management or related
discipline with at least three (3) to five (5) years’ experience - Knowledge of Financial Rules and Regulations as they pertain to the Commonwealth of Dominica
- Knowledge of Public Service Rules and Regulations;
- Knowledge of Public Service Act;
- Skilled in report writing and project proposals
- Skilled in project planning, implementation and monitoring
- Skilled in conduct of survey needs assessment and project identification
- Presentation skills
- Supervisory skills
- Ability to conduct research and analyse data;
- Ability in working with computers and accounting software packages;
- Ability to think strategically and exercise sound judgement in decision making;
- Excellent written and oral communication skills.
