Dominica Launches Apprenticeship Drive to Tackle Youth Joblessness

Dominica is launching a National Apprenticeship Programme aimed at reducing youth unemployment and preparing young people for long-term careers. Minister of State in the Ministry Labour, Public Service Reform, Social Partnership, Entrepreneurship and Small Business Development, Senator Daren Pinard, said the initiative is designed to help unemployed youth gain real work experience while earning a stipend.

The programme will focus on supporting youth who are struggling to secure full-time jobs, particularly those without formal qualifications or experience. Participants will be placed in workplaces across the public sector and private sector, where they will receive hands-on training under the supervision of experienced mentors. In addition to practical skills, the programme offers opportunities to earn certification from the Dominica TVET Council, including CVQ and NVQ qualifications, improving their chances of future employment or entrepreneurship.

The apprenticeship model also includes support for participants interested in launching their own businesses. Once their placements are completed, those with viable ideas may be guided toward financing opportunities and small business development resources. According to Hon. Pinard, the goal is not only to create workers but to support the creation of job creators.

With rising concern over youth unemployment and underemployment, this programme is one of several initiatives aimed at offering meaningful pathways for young people in Dominica. The government has emphasized the importance of aligning youth development strategies with economic diversification, particularly in areas like construction, tourism, agriculture, and digital services. The National Apprenticeship Programme is expected to begin enrolling participants by the end of the year, with placements extending into 2026.
