Government to Bring Vital Records Closer to Communities

Plans have been announced to decentralise the issuance of vital records, a step intended to improve access to birth, death and marriage certificates for citizens across the island, according to the Government of Dominica.

Officials said the initiative will reduce the need for residents to travel to Roseau for documentation, easing costs and wait times, particularly for people living in rural communities. Under the proposed system, designated public offices in several districts will be equipped and authorised to process applications and issue certified records. The decentralisation effort is part of a broader public service modernisation programme aimed at improving efficiency, reliability, and citizen access.

Authorities indicated that the rollout will involve staff training, upgraded record-keeping systems, and the standardisation of procedures to ensure accuracy and security across all locations.

Government representatives said the move responds to long-standing public concerns about congestion and delays at central offices. By expanding access points, officials expect to improve turnaround times while maintaining the integrity of national records.

The initiative will also support individuals who require timely documentation for employment, education, travel, social services, and legal matters.

Officials noted that greater access to vital records can help reduce administrative barriers that often affect the elderly, persons with disabilities, and those with limited transportation options. As part of the transition, public education campaigns will be conducted to inform citizens where and how services can be accessed once decentralisation is implemented.

The government said it will continue to monitor the system and make adjustments based on service demand and operational performance.
