The Government of Dominica says steady progress is being made in transferring legal ownership of state-provided homes to beneficiaries under the Housing Revolution Programme, with additional title certificates recently approved for processing.
Prime Minister Roosevelt Skerrit highlighted the initiative during a recent press briefing, describing it as a significant step in fulfilling commitments made to citizens who received homes through government-funded housing projects. According to the Prime Minister, cabinet continues to review and approve applications as part of an ongoing effort to provide beneficiaries with formal legal ownership of their properties.
The programme is intended to give recipients full title to homes that were provided at no cost under various government housing initiatives. Skerrit noted that the government has retained legal expertise specifically to manage the title transfer process and ensure that all necessary documentation is completed properly.
“We have brought in an attorney to specifically give attention to this process,” the Prime Minister said, noting that the cabinet recently approved another batch of applications for advancement through the legal system.
The transfer of title provides homeowners with legal certainty and allows them to pass the property on to family members through inheritance. Once the process is complete, ownership is fully protected under the Constitution and property laws of Dominica.
Skerrit used the opportunity to respond to criticism of the housing programme, arguing that some opponents had previously questioned whether title deeds would ever be issued to beneficiaries. He maintained that the government is delivering on commitments made when the homes were first constructed and allocated. The Prime Minister also referenced housing developments built for residents displaced by Tropical Storm Erika, noting that similar doubts were expressed during the construction phase before those projects were ultimately completed.
Government officials say the title transfer programme will continue in phases as legal reviews and administrative procedures are completed.
