Dominica Reaffirms Ties with China During Ambassador Visit

Dominica’s diplomatic ties with the People’s Republic of China were reaffirmed this week during a high-level courtesy call between Prime Minister Roosevelt Skerrit and Chinese Ambassador to Dominica, H.E Chu Maoming. The two discussed ongoing cooperation, particularly in education and infrastructure, while reiterating mutual respect for the “One-China” policy.

Ambassador Chu expressed gratitude for Dominica’s continued support of the One-China principle and highlighted China’s commitment to Dominica’s national development. He confirmed the upcoming roll-out of 3,500 scholarship opportunities for Latin American and Caribbean students under the CELAC-China framework, with Dominicans eligible to apply. These scholarships cover various disciplines and include short-term training and full academic degrees in China.

The visit also spotlighted several major infrastructure initiatives supported by China, including the ongoing development of the international airport project at Wesley, housing developments, and community roadworks. Ambassador Chu emphasised that Dominica remains an essential partner in China’s outreach to the Caribbean.

Prime Minister Skerrit welcomed the ambassador’s visit and pledged Dominica’s continued engagement with China, calling the partnership “transformative” for Dominica’s future. He stated that China’s contributions stretch past infrastructure, touching areas like health, agriculture, and technology support..

However, the visit has reignited questions from opposition figures and civic groups regarding transparency in bilateral agreements. Dr. Thomson Fontaine, Leader of the Opposition, recently urged the government to release memoranda of understanding (MOUs) signed with China, especially those involving large-scale public assets.

Government officials have not indicated whether such MOUs will be made public, though they maintain that all agreements are legal and in the national interest.

Ambassador Chu also met with Minister for Foreign Affairs Dr. Vince Henderson during his visit. Discussions reportedly included climate resilience financing, South-South cooperation, and preparation for China–Caribbean regional summits.
