Ronald Toulon

Ronald Toulon is a Dominican public official who represented the Colihaut constituency in the House of Assembly during the 2000s and early 2010s. His career extended into statutory governance through his service on the Board of Directors of the Dominica Air and Sea Ports Authority (DASPA), where he has been listed among senior figures involved in port and transport oversight.

Parliamentary and political career in the Colihaut constituency

Toulon’s national prominence arose through electoral politics. In the 2005 general elections, he contested the Colihaut constituency, which covers Colihaut, Dublanc and Bioche along Dominica’s west coast. He won the seat as an Independent candidate, securing 923 votes out of an electorate of 1,502.

Toulon had initially been identified as a candidate for the Dominica Labour Party (DLP) in Colihaut. However, after the party withdrew his candidacy, he ran as an independent and still won the seat. This made him an unusual figure in Dominican politics, emerging from a party context but entering Parliament without party affiliation.

Following the 2005 vote, later parliamentary listings show him sitting with and associated with the Dominica Labour Party government, and by the mid- to late-2000s, he is recorded among DLP representatives for Colihaut. He again contested the Colihaut seat during the 2009 general elections, this time formally as a DLP candidate, and was re-elected with 632 votes, representing approximately 74.7% of the constituency vote. During this period, he also served as Deputy Speaker of the House of Assembly.

Alongside his parliamentary work, the Integrity Commission’s second annual report lists Ronald Toulon among persons in public life, indicating that he fell under the jurisdiction of Dominica’s integrity in public office framework during his time in national roles.
