Police Service Commission

The Police Service Commission (PSC) of Dominica is a constitutionally established body responsible for overseeing appointments, promotions, and disciplinary actions within the Commonwealth of Dominica Police Force. Its primary role is ensuring the police service operates with professionalism, fairness, and integrity.
Constitutional Authority
The PSC is established under Section 91 of the Constitution of the Commonwealth of Dominica. It is vested with the authority to:
- Appoint individuals to hold or act in offices within the Police Force below the rank of Deputy Chief of Police.
- Confirm appointments and oversee promotions.
- Exercise disciplinary control over officers and, when necessary, remove them from office.
These powers are exercised independently to maintain the impartiality and effectiveness of the police service.
Composition of the Commission
The PSC comprises:
- A Chairman and a Deputy Chairman, appointed by the President on the advice of the Prime Minister.
- Two members appointed by the President on the advice of the Prime Minister, selected from persons nominated by the appropriate representative body.
- Up to three additional members appointed by the President on the advice of the Prime Minister.
Before making these appointments, the Prime Minister is required to consult with the Leader of the Opposition to ensure a balanced and representative Commission.
Functions and Responsibilities
The PSC’s core responsibilities include:
- Appointments: Selecting qualified individuals for positions within the Police Force below the rank of Deputy Chief of Police.
- Promotions: Ensuring that promotions are based on merit and adhere to established guidelines.
- Disciplinary Actions: Managing disciplinary procedures to uphold the integrity and efficiency of the Police Force.
The Commission may delegate certain powers concerning officers below the rank of sergeant to its members or, with the Prime Minister’s consent, to the Chief of Police or other senior officers.
Oversight of Senior Appointments
While the PSC handles appointments up to the rank of Deputy Chief of Police, the appointment and removal of the Chief of Police and Deputy Chief of Police fall under the purview of the President, acting on the advice of the Prime Minister and after consulting with both the Leader of the Opposition and the PSC.
Secretariat Support
The PSC is supported by a dedicated Secretariat responsible for:
- Providing administrative assistance.
- Implementing the Commission’s decisions.
- Maintaining records and ensuring compliance with procedures.
