Leader of the Opposition of Dominica

The Leader of the Opposition of Dominica serves as the principal representative of non-governmental members in the House of Assembly, scrutinising government actions and offering alternative policies. Anthony Charles, the Member of Parliament for the Marigot Constituency, is the Leader of the Opposition. He assumed this role on June 20, 2024, following the resignation of Jesma Paul-Victor.

Role and Function of the Leader of the Opposition

The Leader of the Opposition is responsible for representing the views of opposition members, scrutinising the government’s policies, and providing alternative proposals where necessary. The role is embedded within the Constitution of Dominica, which mandates the President of Dominica to appoint a member of the House as Leader of the Opposition, who, in their judgment, commands the support of the majority of opposition members.

The office has significant influence in appointments to important national bodies, such as the Electoral Commission, the Public Service Commission, and the Integrity Commission, and it plays a vital role in maintaining democratic checks and balances.

Historical Context

The position was established under the 1978 independence constitution, coinciding with Dominica’s transition to a republic. Early opposition leaders, such as Michael Douglas and Edison James, shaped national dialogue during the formative years of post-independence governance. The role grew in prominence through the 1980s and 1990s, especially when the opposition controlled many seats in Parliament.

Opposition and Party Representation

While the Dominica Labour Party (DLP) has dominated the political landscape in recent elections, the opposition has included parties such as the United Workers Party (UWP) and newer formations like Peoples Party of Dominica. Jesma Paul-Victor, although elected as an independent candidate, assumed the leadership role due to the absence of elected UWP members following the 2022 general election boycott.

Current Relevance

With Dominica navigating key reforms such as Electoral Reform in Dominica and debates surrounding the Electoral Commission Bill 2024, the Leader of the Opposition’s voice remains critical in public discourse. The role extends to advocating for marginalised groups and promoting transparency across public institutions.
