Janice Jean-Jacques Thomas is a veteran public administrator and the Executive Director of the Dominica Social Security (DSS). Mrs. Jean-Jacques Thomas has served as the Executive Director for over 15 years, a tenure that has seen the DSS transition through significant economic cycles and legislative reforms. Under her direction, the DSS has maintained its position as a major pillar in the social protection system.

• Sustainability and Pension Reform: Recognising early in her tenure that demographic shifts, such as increased life expectancy and a declining birth rate, posed a threat to the fund, she became the primary advocate for the gradual reform measures introduced between 2011 and 2026. This included a phased increase in the retirement age from 60 to 65, along with incremental increases in contribution rates.
