Cotton Hill, Portsmouth
Cotton Hill is a small hillside community situated above Portsmouth in Saint John Parish, Dominica. Located between Douglas Bay, Prince Rupert Bay, and the inland farming area of Grange, the area offers sweeping views of the northern coastline. It lies just minutes from Segment #14 of the Waitukubuli National Trail, which traverses nearby Bell Hall and the Cabrits Peninsula.
Cotton Hill comprises the Cotton Hill Estate and a cluster of climate-resilient housing units constructed after Hurricane Maria as part of a national housing initiative. The area is popular for its relative elevation, quiet surroundings, and close access to Cabrits National Park, Fort Shirley, and Purple Turtle Beach.
Its location adjacent to Swamp Ravine, along the Tanetane Road and Bay Street corridor, also places it near key development zones and planned eco-tourism routes. Cotton Hill is gradually emerging as a residential extension of Portsmouth with improved infrastructure, thanks in part to housing projects overseen by the Ministry of Housing and Urban Development.
Though small, Cotton Hill is increasingly referenced in planning assessments due to its connectivity, scenic views, and growing importance in northern Dominica’s land use strategy.
