Cecil Joseph

Cecil Joseph was born and raised in Roseau, Saint George Parish, Dominica. His exact date of birth is not publicly documented. He began his professional life in the early 1990s with the Dominica Broadcasting Corporation (DBS Radio), joining as a sales representative in March 1990. Over more than two decades, he advanced through various roles, including Sales and Marketing Manager. Briefly, he served as Acting General Manager in October 2014, embracing responsibilities for station policy and staff engagement while emphasising a merit-based approach to leadership.

Joseph’s early civic involvement aligned him with the Dominica Labour Party (DLP). He ran as a DLP candidate for the Roseau North constituency during the 2000 general election, though he was not successful. In September 2013, he indicated openness to re-contest the seat but later withdrew from the race, affirming his decision not to participate in that election cycle.

Tenure as Mayor of Roseau (2001–2013)

Joseph served as Mayor of Roseau for nearly twelve years, from approximately 2001 until December 2013. Elected by his peers on the Roseau City Council, he became one of the city’s longest-serving mayors.

During his tenure, he established several initiatives to modernize the capital city:

• A street-renaming campaign, honoring national heroes and cultural icons, to reinforce civic pride and historical identity.
• Urban sanitation efforts that included gutter cleaning, sidewalk maintenance, and a program to manage stray dogs and public waste through the “Adopt‑a‑Block” initiative and bin placements, funded in part by international partners.
• Launching a scholarship programme for Roseau youth, in partnership with Monroe College (New York) and donors from China and Venezuela. This initiative aimed to provide full and partial scholarships to local students, emphasizing access to higher education for academically promising but financially constrained youth.

In May 2011, he announced his decision not to contest the 2013 municipal elections, stating that after twelve years it was time for new leadership. His fourth term concluded in December 2013, and Irene John succeeded him as mayor after running unopposed.

Post-Mayoral Career & Public Engagement

In October 2014, Cecil Joseph was appointed Acting General Manager of DBS Radio, overseeing station operations during a critical election season. He publicly asserted that his appointment was based on experience rather than political affiliation, pledging objectivity and professional governance.
