Dominica Achieves 94% Literacy Rate, Minister Highlights Progress
Dominica has recorded a national literacy rate of approximately 94 percent, reflecting steady progress in the country’s education system and long-term investment in human development.
Minister for Education, the Hon. Octavia Alfred, announced the launch of a new skills training initiative, noting that the figure demonstrates the impact of sustained focus on access to education and improved learning outcomes across all levels.
“Dominica is now at 94% literacy… I am sure the next report will place us even higher,” Alfred stated, pointing to consistent improvements in student performance at key assessment stages.
The minister explained that the education system has evolved significantly over the past two decades, with increased emphasis on both academic achievement and practical skills. She noted that attitudes toward technical education and vocational training have also shifted, with greater acceptance of skill-based learning as a pathway to employment and entrepreneurship.
“Once upon a time, we frowned at TVET subjects… but we have seen changes,” she said, highlighting a cultural shift in how education is valued.
With literacy levels now relatively high, the ministry is placing greater focus on lifelong learning and workforce readiness, ensuring that individuals are equipped with the skills needed to contribute meaningfully to national development.
Officials say the achievement provides a strong foundation for further progress, particularly as new programmes aim to bridge gaps between education and employment.
The government has indicated that continued investment in both traditional and skills-based education will be key to sustaining and improving literacy levels while supporting economic growth and social advancement.
