Titus Francis Confirms Excavator Purchase and Asphalt Plant Discussions

The Public Works Corporation is set to expand its operational capacity with the acquisition of new equipment and plans for additional infrastructure support, aimed at improving road maintenance and project delivery across Dominica.

Chairman of the Public Works Corporation, Titus Francis, confirmed that the entity has already moved forward with the purchase of an excavator, describing it as a critical step in strengthening its ability to carry out essential works.

We made a bold move… we’ve purchased an excavator. It has already been shipped,” Francis said, noting that such equipment is necessary for the corporation to function effectively.

He added that discussions are also underway regarding the acquisition of an asphalt plant, which would further enhance the corporation’s ability to maintain and rehabilitate the island’s road network.

Francis acknowledged that Public Works has faced challenges in the past, including financial constraints and staffing difficulties, but indicated that recent developments signal a shift toward rebuilding the institution’s capacity.

One of our biggest challenges is getting people to come and work at Public Works,” he explained, pointing to recruitment as an ongoing issue that the corporation continues to address.

Despite these challenges, he expressed confidence in the direction the organisation is taking, noting that new projects are already being implemented, including farm access roads in the Layou Park area.

Francis emphasised the importance of maintaining a strong Public Works entity within government operations, stating that no administration can effectively function without a dedicated agency to manage infrastructure development and maintenance.

The planned upgrades are expected to improve efficiency, reduce reliance on external contractors, and strengthen the government’s ability to respond to infrastructure needs nationwide.
