The third session of the 11th Parliament is scheduled to convene on Monday, February 23, 2026, with lawmakers set to debate five bills aimed at updating Dominica’s regulatory framework across finance, healthcare, food safety, and regional integration.
The legislative agenda centers on three priority areas: strengthening the financial system, improving healthcare standards, and advancing obligations under the CARICOM Single Market and Economy.
Among the proposed measures is legislation to establish a comprehensive licensing regime for payment service providers, intended to improve oversight and consumer protection within the financial sector. Parliament will also consider a new food safety framework designed to align national standards with international requirements and safeguard public health.
Significant reforms are planned for healthcare regulation. The Medical Profession Bill 2026 and the Nurses and Midwives Bill 2026 seek to create independent councils responsible for licensing, professional conduct, and mandatory continuing education. The aim is to strengthen accountability and ensure consistent standards across the public health system.
In addition, the Movement of Factors Bill is expected to facilitate the free movement of capital and services, bringing national law into closer alignment with regional commitments under the CSME.
The session will be broadcast live from 10 a.m., allowing the public to follow debates on legislation expected to influence regulatory standards and institutional oversight across several key sectors.
