Job Description

The Dominica Water and Sewerage Company (DOWASCO) seeks an Engineer to oversee engineering design, surveys, and project coordination for water and sewerage infrastructure. This role requires strong technical expertise, project management skills, and a passion for advancing Dominica’s water systems. Responsibility

• Report to the Chief Engineer
• Undertake engineering surveys, designs, analysis, and preparation of cost estimates for engineering projects, including water supply and distribution reticulation, storage reservoirs, intakes, pump houses, sewerage networks, etc.
• As assigned, review and evaluate incoming public and private water and sewerage project proposals, requests, and bids to determine acceptability; estimate time, personnel, material, and financial requirements for implementation; assess adequacy of engineering design standards.
• Collect relevant field data necessary for proper system design and hydraulic analysis.
• Prepare annual and other periodic work programmes and budgets, for the implementation of assigned projects.
• Maintain an effective project management and control system to ensure timely monitoring and adjustment of project activities.
• Participate as required in meetings with international agencies, Government authorities, consultants, contractors, etc. regarding water conservation, treatment, and management, land use, climate change, hydro-meteorological and other integrated water resource management related matters.
• Participate in DOWASCO’s Strategic Planning process.
• Assist with the establishment of policies, procedures, and standards for the efficient operations of the department.
• Keep abreast of technological trends and developments in the water supply and sewerage industry and related continuation fields.
• Undertake supervision and inspection of construction works to ensure that technical standards are met.
• Assist with establishment and maintenance of DOWASCO’s technical library and the organisation of training sessions on the implementation of new construction techniques and procedures.
• Undertake other related assignment for the benefit and development of DOWASCO.

Experience and Qualifications

• A Bachelor’s Degree in Civil/Mechanical/Water Engineering, or related Engineering field.
• A Valid Driver’s License
• Ownership of Suitable Motor Vehicle.
• Proficiency in AutoCAD is advantageous.
• Strong technical, analytical, and project management skills.
