Her Ladyship, the Hon. Justice Sejilla McDowall, is a formidable legal luminary within the Eastern Caribbean and Dominica whose career is defined by academic excellence and a relentless pursuit of justice. A native of Saint Vincent and the Grenadines, Justice McDowall’s intellectual foundation was built at The University of the West Indies (UWI), Cave Hill Campus, where she earned her Bachelor of Laws (LL.B) with Honours in 2007. She subsequently refined her professional craft at the Hugh Wooding Law School in Trinidad and Tobago, obtaining her Legal Education Certificate (L.E.C.) in 2009.

Not one to rest on her laurels, she returned to academia in 2022 to secure a Master of Laws (LL.M) in Legislative Drafting with Distinction from UWI Cave Hill. Before ascending to the bench, she served as the Director of Public Prosecutions (DPP) for Saint Vincent and the Grenadines, where she was known for managing complex prosecutorial staff and advising state agencies on intricate criminal procedures.
