Roseau–Yiwu Twinning Agreement

The Roseau–Yiwu Twinning Agreement is a landmark municipal partnership established on 15 November 2023 between Roseau, the capital city of Dominica, and Yiwu, a county-level city in Zhejiang Province, China. Signed by Hon. Melissa Poponne-Skerrit, Member of Parliament for Roseau Central, and Mayor Ye Bangrui of Yiwu, this agreement marks the beginning of a collaborative relationship spanning governance, economic development, culture, and education.

Scope of Cooperation for the Roseau–Yiwu Twinning Agreement

The Memorandum of Understanding outlines joint initiatives in several sectors:

  • Economy & Trade: creation of business partnerships and enhanced export opportunities for Dominican agro-processors in Chinese markets.
  • Education: academic exchanges and learning programs linking schools and institutions in both cities.
  • Culture, Tourism & Sports: joint cultural festivals, tourism development, and sporting events aimed at promoting mutual cultural understanding and attracting visitors.

Motivations and Expected Outcomes

This partnership aims to foster long-term benefits for the Roseau Central Constituency and the wider nation. MP Poponne-Skerrit emphasized that enhanced trade links would support local entrepreneurs, improve urban infrastructure, enrich educational experiences, and introduce cultural exchange programs. The agreement builds on earlier twinning deals between Roseau and other Chinese cities, such as Jining.

Yiwu’s Profile and Significance

Yiwu is renowned globally as the site of the Yiwu International Trade City, the world’s largest small-commodities wholesale market, generating approximately US $70 billion in sales in 2022. The city also boasts advanced infrastructure including high-speed rail, metro connectivity, and robust educational institutions . Linking Roseau with Yiwu provides opportunities for urban development insights and trade exposure.

Future Prospects

Looking ahead, both cities plan structured follow-up activities including trade missions, academic exchanges, joint cultural events, and collaboration in infrastructure:

  • Roseau may adopt Yiwu-style smart-city technologies and urban planning designs.
  • Training and investment in agro-processing could position Dominican producers for international markets via Yiwu’s networks.
  • Twin-city sports tournaments and cultural events are expected to enhance community engagement and visibility.

Through this twinning, Roseau strengthens its international ties while advancing Dominica’s broader development and diplomatic efforts.
