Loubière to Grand Bay Road Rehabilitation

The Loubière to Grand Bay Road Rehabilitation is a major infrastructure project covering approximately 11 km between Loubière Bridge and Grand Bay Junction, officially launched in March 2022. With an estimated cost of US $49–50 million, the initiative is funded by the Caribbean Development Bank (CDB) and the UK’s Caribbean Infrastructure Partnership Fund (UKCIF). Key works include slope stabilisation, improved drainage, upgraded bridges and culverts, and road resurfacing. It also introduces a Road Asset Management System to ensure long-term maintenance and efficient resource allocation.
Implementation, Benefits, and Strategic Importance
Construction began on 5 March 2025 under the joint venture Sotradom/Offshore Civil & Marine Inc., with Phase I targeting the Loubière to Berekua section. The 18-month timeline prioritizes rural communities such as Bellevue Chopin, Pichelin, Bagatelle, and Fond Saint Jean, addressing long-standing hazards from landslides and flooding. Wider lanes, safer curves, and climate-resilient engineering are designed to enhance commuter safety and emergency access. The project forms part of Dominica’s Climate Resilience Recovery Plan (2020–2030), integrating gender-inclusive safety measures and local engagement. As of August 2025, Prime Minister Roosevelt Skerrit praised its progress, emphasising its role in strengthening southern Dominica’s connectivity to Roseau and major markets.
