Desmond Joseph Blanchard
Desmond Joseph Blanchard is a distinguished Dominican public servant who served as Commissioner of Police in the 1990s, overseeing law enforcement during a period of political change and institutional strengthening in the Commonwealth of Dominica Police Force. His tenure reflected a focus on discipline, operational efficiency, and the professional development of officers under his command.
One of the most notable legal matters involving his time as Commissioner occurred in December 1991, when Blanchard accepted the resignation of a constable. That resignation letter later became central to a legal case in which the former officer challenged the circumstances of their departure. The matter, examined at the appellate level, highlighted the procedural authority vested in the office of the Commissioner.
Blanchard’s role went further than administration, as he mentored younger officers and fostered a strong sense of duty. Appointment as Acting President
On 18 September 2022, Desmond Blanchard was appointed Acting President of the Commonwealth of Dominica under the provisions of Section 28 of the Constitution. His temporary appointment followed the absence of President Charles Savarin, requiring him to assume the constitutional responsibilities of Head of State.
During his brief tenure, Blanchard was entrusted with upholding the functions of the Presidency, ensuring the continuity of governance and adherence to constitutional processes.
