Cottage Constituency

The Cottage constituency is one of the 21 parliamentary electoral districts in the Commonwealth of Dominica. This constituency is located in the north of Dominica and is essential in national politics and rural development. It encompasses several small communities with a strong cultural identity and deep agricultural traditions.
Cottage constituency’s Geographical Coverage and Villages
The Cottage constituency includes the coastal communities of Capuchin, Clifton, Cottage, and Lagoon, with boundaries defined to the:
- North and West by the Caribbean Sea
- East by the boundary line between Saint John Parish and Saint Andrew Parish, extending to Morne Brules
- Southeast along the North River to its estuary, including inland areas due east of Grange.
These villages are known for their coastal landscapes, strong community ties, and historical connection to farming and fishing.
Political Representation and History
The constituency was officially created in 1975 following electoral boundary reforms. Since then, it has participated in every general election under Dominica’s parliamentary democracy.
Cottage Constituency Representatives
- Culand Dubois (Dominica Labour Party – DLP): 1975–1980
First MP of the newly formed Cottage seat, Dubois focused on establishing local political identity, basic infrastructure, and laying groundwork for rural representation during Dominica’s early post-independence era. - Alleyne Carbon (Dominica Freedom Party – DFP): 1980–1995
Carbon championed national development through rural electrification, port expansion, and roads. As Minister, he steered Dominica into modern telecommunications and hydro energy initiatives under Freedom Party governance. - Reginald Victor Austrie (Dominica Labour Party – DLP): 1995–2022
Austrie became a powerful political figure, holding multiple Cabinet portfolios including Housing, Lands, and Agriculture. He served as Acting Prime Minister and received the Sisserou Award of Honour. - Roland Royer (Dominica Labour Party – DLP): 2022–present
Elected unopposed, Royer now leads Cottage’s development agenda with focus on infrastructure, community engagement, and continuity of DLP policies in this stronghold constituency.
Community Development and Infrastructure
Over the years, the Cottage constituency has been the focus of multiple rural enhancement projects. In 2017, over EC$846,000 was allocated to the Tantan/Toucarie/Cottage/Savanne Paille Village Council for improvements such as:
- Bridge and road rehabilitation
- Refurbishment of the Cottage basketball court
- Upgrades to the Lamothe playing field
- Student transportation support for Dominica State College
Recent initiatives have also included sustainable agriculture programs, community-based education funding, and upgrades to public facilities. These investments reflect the Dominican government’s focus on building resilience and fostering local empowerment.
