The restriction prevents him from leaving Antigua and Barbuda without prior approval, intensifying the fallout that began with his suspension from Clarevue Psychiatric Hospital.
The order not only grounds him but also compels him to hand over all government property, avoid official facilities, and suspend every duty tied to his position. Officials insist the measures are precautionary and part of a fact-finding process, but the imposition of a travel ban signals how serious the situation has become.
The controversy stems from the detention of an American student from the University of Antigua at Clarevue between August 15 and 27. Allegations claim Dr. Benjamin administered an unapproved antipsychotic injection and charged patients outside government systems. The Ministry argues that these actions violated policy and procurement procedures, prompting an ongoing inquiry.
Dr. Benjamin, well known in the Eastern Caribbean for his psychiatric work and advocacy on men’s health and service reform, relocated from Dominica earlier this year to lead Clarevue. His career includes senior psychiatric roles at Dominica’s Princess Margaret Hospital, private practice in St. John’s, and student health support in Barbados.
