
Police Charge Suspect in Fatal Roseau Shooting, Manhunt Underway for Two Others
Law enforcement officials have confirmed that a suspect has been charged in connection with the fatal shooting of Iman Kimon Benjamin Emmanuel, also known as “Beaver,” and the attempted murder of Shayan Sabroache in Roseau on April 27, 2025. The incident occurred near Washington Block on Old Street, shaking residents and sparking intensified police action across the capital.
During a press conference earlier today, senior police officials identified the accused as Jerren Sebastien, also known as “Skibo,” of Belfast, Mahaut. He faces multiple charges, including murder, attempted murder, and conspiracy to commit murder in relation to both victims. Emmanuel, 42, succumbed to his injuries shortly after the attack, while Sabroach, 35, remains hospitalised in critical condition.
The Deputy Chief of Police, flanked by top-ranking officers from various divisions, issued a stern warning that “no effort will be spared” in pursuing those responsible. He emphasized the growing concern over firearm-related crimes in Dominica and signalled a zero-tolerance approach moving forward.
We will be hunting them down. We will be flushing them out and smoking them out,” the Deputy Chief declared. “This nonsense has to stop — and it will stop.
Six individuals were initially detained for questioning as part of the investigation but have since been released. However, two wanted men remain at large:
- Scott Eddie Florant, age 32, of Campbell
- Ramaly Henry, age 26, of Mahaut
Both men are considered armed and extremely dangerous, and the public is urged not to attempt apprehending them. Police have appealed for anyone with information on their whereabouts to contact law enforcement immediately, either by dialling 911 or anonymously through Crime Stoppers at 1-800-8477-262-665-157.
Rising Firearm Crimes Spark Tougher Measures
The press conference also revealed alarming statistics on firearm-related crimes from 2020 to 2025:
- 2022: 12 homicides and 21 shootings with intent
- 2023: 10 homicides and 15 shootings
- 2024: 7 homicides and 23 shootings
- 2025 (so far): 3 homicides and 6 shootings with intent
Police emphasized that illegal firearms remain a core driver of violent crime and called on individuals in possession of unlicensed weapons to surrender them voluntarily. Though previous firearm amnesty efforts had limited success, authorities renewed their appeal for cooperation.
“We are asking — no, calling — on all individuals with illegal firearms to surrender them. There will be no prosecution if you come forward voluntarily,” the Deputy Chief assured.
He also announced that Dominicans should expect a surge in police visibility and operations in the coming weeks as part of a broader crackdown aimed at disarming criminal networks and restoring public confidence.
Community Urged to Support the Effort
Police concluded the briefing by appealing to the public, media, and community leaders to work in tandem with law enforcement to confront this dangerous trend.

Wanted posters for Florant and Henry will be circulated to the media and public, and citizens are encouraged to assist by reporting tips safely and anonymously.
