Land Registry Backlog Tied to Document Irregularities, Say Officials

The persistent backlog at Dominica’s Land Registry has been directly linked to the increasing number of irregular transactions being submitted for processing. This was confirmed during recent remarks from Attorney-at-Law and Registrar of Titles, Ms. Vincia Auguiste-Francois, and Minister for National Security, Hon. Rayburn Blackmoore.
Mrs. Auguiste-Francois explained that much of the delay stems from the quality and consistency of documents being filed. “One of the biggest issues at the Registry has to do with a number of irregularities in respect to the documents,” she stated. These irregularities, according to officials, create bottlenecks that overwhelm the Registry’s capacity, even as staff continue to process hundreds of files monthly.
Echoing this concern, Minister Blackmoore emphasized that the issue is not a result of inefficiency or staff neglect but rather the volume and nature of submissions. “The issue at the Registry is not that people are not working, but it is the amount of work that is coming through the Registry, and the fact that a lot of the work has irregularities,” he said.
Both officials acknowledged the urgency of the situation, particularly as delays in land title processing affect real estate transactions, investment timelines, and public confidence in the system. The government is reportedly exploring internal administrative solutions, including technical assistance and possible digitization initiatives, to improve document screening and streamline review.
