Hon. Lloyd Commends Cabinet Projects, Stresses Local Development

Hon. Darron Lloyd, Parliamentary Representative for the St. Joseph Constituency, used his platform during the First Meeting of the Third Session of the Eleventh Parliament to spotlight key developmental gains and outline priorities in health, education, agriculture, and infrastructure for his constituency. Speaking in Parliament on July 28th at the Budget Debate, Lloyd emphasised both the achievements under his stewardship and the needs that remain.
Lloyd began by commending the $1.25 billion national budget presented by Minister for Finance Dr. Irving McIntyre, saying it reflected “progress, growth, and development.” He noted that the allocations were “carefully thought through to stimulate economic activity and improve the lives of our citizens” .
He pointed to the improvement of the road network in Salisbury and Coulibistrie as a critical milestone, particularly the use of “75,000 square feet of concrete” in road surfacing, along with the inclusion of curbs, slipper drains, culverts, and sidewalks . He credited the Minister for Public Works and the entire Cabinet for the delivery of that project.
On education, Lloyd proudly announced that 21 students from his constituency had received assistance through the government’s National Employment Programme (NEP) education grants, while noting that several others benefited from direct support through his office. He emphasized a particular focus on single mothers and “children who have to walk to school with shoes falling off their feet,” highlighting the constituency’s socio-economic vulnerabilities .
The St. Joseph Member of Parliament also addressed healthcare challenges, welcoming the placement of a new doctor and nurse in the health district and confirming the full operation of the Coulibistrie Health Centre. He called attention to a request already submitted to the Ministry of Health to construct a brand-new health centre in Salisbury, citing the limitations of the existing facility and the need for better coverage for Salisbury, Morne Rachette, and Coulibistrie.
Agriculture was also featured, with Lloyd reporting that several young farmers in his constituency had received assistance through the Youth Economy Programme. He cited banana and plantain farmers in Coulibistrie who received financial support to buy fertilizers and farming tools.
Lloyd closed his presentation by affirming his loyalty to the ruling Dominica Labour Party and its leadership. “We are a party that believes in and works for people,” he declared, pledging continued advocacy for those under his care.
