Government Outlines BNTF 10 Projects Across Dominica as Phase Nears Completion

The Government of Dominica has unveiled the ongoing list of community development projects funded under the 10th cycle of the Basic Needs Trust Fund (BNTF 10), with most works advancing steadily across various parishes. Funded primarily through the Caribbean Development Bank (CDB) and supported by the Government of Dominica, the BNTF 10 cycle places emphasis on infrastructure development in rural and underserved communities.

According to Hon. Greta Roberts, Minister for Culture, Youth, Sports and Community Development, and Project Manager Mr. Matthew Carrette, these initiatives aim to improve access to basic services, create safe recreational spaces, and foster community resilience.

As of April 2025, the following projects are active under the BNTF 10:

  1. Paix Bouche Water Enhancement – Improving access to clean water through upgraded pipelines and infrastructure.
  2. Trafalgar Basketball Facility – Construction of a modern recreational court and spectator seating.
  3. Christian Union Primary School Expansion (Goodwill) – Adding new classrooms and improved facilities.
  4. Grand Bay Dubique Resource Centre – Providing community space for training and youth development.
  5. Clifton Back Road Refurbishment – Road reconstruction project improving access to the Clifton community.
  6. Delices Playing Field Upgrade – Enhancing sports facilities for local youth and residents.
  7. Soufrière Fish Processing Facility (in planning) – Intended to support local fisherfolk and small-scale agro-processors.

Minister Roberts confirmed that most projects are on track despite material cost increases and shipping delays attributed to global supply chain disruptions. In some cases, project scopes have been adjusted to stay within budget.

One distinctive feature of BNTF 10 has been its participatory approach. Each project is guided by a community-level Project Monitoring Committee (PMC), allowing residents to have input and oversight throughout the implementation process. “This approach makes the projects more relevant and sustainable,” said Carrette, emphasizing the role of local ownership.

With BNTF 11 now under review, representatives from the Caribbean Development Bank are currently on island evaluating completed projects and proposed ones for the upcoming cycle. The Government says it remains committed to delivering quality infrastructure in a timely, community-driven manner.

If successful, BNTF 11 will continue the legacy of empowering communities, strengthening livelihoods, and building resilience—one project at a time.
