Dominica Urged to Join China’s “Express Train of Modernization”

Chinese Ambassador to Dominica H.E. Chu Maoming used the occasion of the 76th Anniversary of the People’s Republic of China, celebrated October 1 at the Chinese Embassy in Morne Daniel, to stress China’s central role in the global economy while reaffirming its commitment to climate cooperation with small island states.
Addressing assembled officials, diplomatic guests, and well-wishers, Ambassador Chu painted a picture of a resilient China, citing the nation’s deepened reforms, institutional opening, and cultivated “new quality productive forces” amid global headwinds. He projected that China’s total economic output may hit USD 19.5 trillion in 2025, accounting for roughly 30 percent of global growth. He further affirmed China’s status as a global leader in trade of goods.
On the technology front, the ambassador spotlighted China’s advances in fields such as artificial intelligence, quantum technology, biomanufacturing, and the low-altitude economy, saying these sectors will drive future global growth.
In environmental policy, Chu referenced China’s updated nationally determined contributions (NDCs) and shared several long-term goals: reducing greenhouse gas emissions by 7–10 percent from peak levels by 2035, raising the share of non-fossil fuels in energy consumption above 30 percent, expanding installed wind and solar capacity to more than six times 2020 levels (targeting 3,600 GW), increasing forest stock to over 24 billion m³, promoting new energy vehicles as mainstream in new car sales, and extending the national carbon trading market to high-emission sectors. He framed climate action as both urgent and sustained.
Crucially, Ambassador Chu expressed China’s solidarity with small island developing states (SIDS) like Dominica, positioning China as ready to work “hand in hand” to achieve harmony between humanity and nature. He also revealed plans for the Fourth Plenary Session of the CPC’s 20th Central Committee, where China’s 15th Five-Year Plan will be deliberated.
Concluding on a note of partnership and optimism, Chu invited Dominica to “board the express train of Chinese modernization,” signaling that continued cooperation will bring new momentum and opportunity to both nations.
