$2.7 Million Scanners Funded by Seized Assets to Boost Dominica’s Border Security

Dominica’s border protection efforts are set for a significant upgrade by acquiring five advanced scanners, fully funded by $2.7 million in seized criminal assets. During a press conference held Monday at the Dominica Police Force Headquarters, it was confirmed that these non-intrusive cargo and baggage scanners will be deployed across key entry points to enhance contraband detection and bolster national security.

Minister for National Security Rayburn Blackmoore, addressing media members, explained that procuring these scanners was possible through the Regional Security System Asset Recovery Unit. The unit facilitates repurposing proceeds from criminal activities toward public safety infrastructure and law enforcement development. Blackmoore described the scanners as “state-of-the-art” and critical in the ongoing fight against transnational crime.

The deployment will cover major ports of entry, including the Douglas-Charles Airport and Deep Water Harbour, to improve real-time screening capabilities. Blackmoore stated that the initiative shows the government’s dedication to public safety and productively uses criminal forfeitures.

While a delivery date has not yet been specified, the Ministry of National Security has indicated that installation and operational training for local officers will begin shortly after arrival. The project also complements recent efforts to improve airport surveillance, canine detection units, and inter-agency intelligence sharing.

Officials emphasised that the initiative reflects a broader strategy to tighten border control and prevent illicit goods and firearms from entering the country. The scanners are expected to drastically improve efficiency in customs inspections while minimising disruptions to regular travellers.
