At IICA, this role supports the design and delivery of resilient agriculture initiatives across the Caribbean. The Technical Project Development and Management consultant coordinates planning, implementation, and reporting while helping transform concepts into funded, actionable projects. It suits a structured thinker who balances strategy, execution, and collaboration in regional development environments.
1. Background
The Inter-American Institute for Cooperation on Agriculture (IICA) is the specialized agency for
agriculture of the Inter-American System that supports the efforts of Member States to achieve
agricultural development and rural well-being. IICA’s mission is to encourage, promote, and support
Member States in their efforts to achieve agricultural development and rural well-being through
international technical cooperation of excellence.
IICA, through its Resilient Agriculture Program seeks to drive sustainability in agri-food systems by
fostering political dialogue, strategy development, and implementation of sustainable action in
agriculture. This consultancy will contribute to these efforts by supporting project planning,
execution, and management in the Caribbean region.
2. Purpose of the Consultancy
The purpose of this consultancy is to provide strategic and technical support in designing, executing,
and managing project related initiatives under IICA’s Resilient Agriculture Program in the Caribbean
region. The consultant will play a pivotal role in managing the execution of current projects as well as
developing innovative, evidence-based, resilient, and sustainable strategies, for securing funding
through concept notes and project proposals, and strengthening multi-stakeholder partnerships.
Additionally, the consultant will ensure that all initiatives align with regional and international
sustainability commitments, enhance resilience and sustainability efforts, and contribute to the long-
term transformation of agri-food systems in the Caribbean.
Responsibility
The consultant will work closely with IICA staff, regional stakeholders, and project partners to ensure that activities align with regional and international sustainability goals, enhance resilience, and drive agricultural innovation.
Key Responsibilities
The consultant’s responsibilities are categorised into three core areas: Project Development & Execution, Stakeholder Engagement & Capacity Building, and Monitoring, Evaluation & Reporting.
Project Development & Execution (50%)
- Support project implementation, ensuring alignment with the Resilient Agriculture Program objectives, sustainability principles, and resilience strategies.
- Coordinate project workflows, ensuring timely execution of activities, adherence to donor and institutional guidelines, and integration of best practices.
- Support the design and development of agriculture related projects, including the preparation of concept notes, funding proposals, and strategic action plans.
- Identify opportunities for resource mobilization, including potential funding sources, partnerships, and co-financing options to strengthen project sustainability.
Stakeholder Engagement, Capacity Building, & Policy Support (30%)
- Collaborate with regional agricultural agencies, government bodies, NGOs, and international organizations to foster multi-stakeholder participation in project development and execution.
- Facilitate policy dialogues by providing technical inputs, research support, and recommendations that promote agricultural sustainability and resilience.
- Develop and implement capacity-building initiatives, including workshops, training sessions, and technical assistance programs for local stakeholders, with a focus on resilient and sustainable agriculture, Sustainable Land Management (SLM), and Nature-Based Solutions (NbS).
- Support knowledge-sharing initiatives, ensuring that best practices and lessons learned are effectively disseminated across IICA member states in the Caribbean.
- Assist in developing policy recommendations to promote sustainability and resilience in agricultural systems.
Monitoring, Evaluation, and Reporting (20%)
- Develop and implement Monitoring & Evaluation (M&E) frameworks, ensuring that project performance is tracked effectively using key performance indicators (KPIs).
- Conduct regular assessments of project impacts, identifying challenges, opportunities for improvement, and recommendations for adaptive management.
- Prepare high-quality reports, including progress reports, policy briefs, case studies, and technical recommendations that inform decision-making and strategic planning.
Experience and Qualifications
- A master’s degree in at least one of the following or related fields: Project Management, Agriculture, Environmental Science, Business Administration.
- At least three (3) years of experience in project development and management, preferably in agricultural sustainability or development projects in the Caribbean.
- Strong project management expertise, including planning, execution, monitoring, risk assessment, and reporting.
- Sound knowledge of issues affecting the agriculture sector in the Caribbean.
- Extensive experience in applying resilient and sustainable approaches, methodologies, capacity development, and knowledge transfer in the public and/or private sector.
- Excellent project and report writing skills.
- Proficiency in project management tools and techniques (e.g., Gantt charts, logical frameworks, budgeting, and impact assessment).
- Strong capacity to engage with multiple stakeholders, including government agencies, international donors, and local communities.
- Strong analytical skills, ability to strategically assess data, synthesize information and provide actionable insights.
- Excellent communication skills with proficiency in online collaboration tools (email, ZOOM, TEAMS etc.) and Microsoft Office.
- Results-oriented, capable of working independently and collaboratively to drive project success.
- Strong interpersonal and organizational skills, openness to feedback, and the ability to guide team members in problem-solving.
- Field experience in developing countries and familiarity with donor-funded projects in the agriculture sector are an advantage.
- Fluent in English (spoken and written)

5. Deliverables
The consultant will be expected to deliver:

6. Duration and Payment
- The consultancy will be Full Time for the period February 16, 2026, to June 30, 2026.
- The consultant will receive a monthly remuneration of USD 3,000.00.
7. Nature of Work Relationship
- The consultant will provide support mostly virtually and will be tied to the Institute by means of a consultancy agreement which does not involve the same rights or obligations as a work contract.
- Any required travel will be covered by IICA to include tickets, accommodation, and per diem.
8. Schedule Established by Both Parties
The schedule will be established according to prior negotiation between the consultant and the supervisor.
9. Supervision and Reporting
The consultant supervisor, Dr. Chaney St. Martin, International Specialist in Water and Soil Management, will be responsible for coordinating the activities, services and/or products associated with the consultancy. Dr. St. Martin will provide the consultant with any relevant feedback and instructions related to the execution of the consultancy, as well as request any necessary modifications. Regular check-ins and progress reviews will be conducted to ensure alignment with program goals.
10. Terms of Engagement
The parties involved in the consultancy will undertake the following commitments:
- Respect and comply with institutional rules and procedures.
- Meet, in due time and form, the agreements set out in terms of reference.
- Attend and participate in any activities required to adequately carry out the Consultancy.
- Perform all other duties assigned by the IICA staff member responsible for supervising the consultant, within the framework of the agreement.
- The consultant must submit a work plan, monthly reports, and a final report on the activities carried out.
- In the case of in-person consultancy, IICA will provide office space, tools, internet access, computer equipment and any other materials required to carry out the activities. In the case of the Technical Project Development and Management position where the work will be mainly remote, the consultant will be responsible for securing the necessary technological equipment and tools, internet and phone services.
- The staff member responsible for supervising the consultant will conduct an evaluation of the consultants’ activities based on previously defined objectives. To this end, he/she will utilize the tools available on the Institute's Intranet and will issue a document based on previously established criteria. Each evaluation will be included in the consultant’s file.
- The Institute will contribute to strengthening the consultant competencies and soft skills throughout the learning process, for the sole purpose of supporting his/her academic and professional development.
- The consultant acknowledges the fact that he/she WILL NOT enjoy the same benefits granted to IICA staff members and WILL NOT have an employment relationship with IICA. Therefore, the consultant releases IICA from any responsibility with respect to labor or social security laws and regulations.
- Both parties agree that any information on results achieved within the framework of the technical and project development consultancy that is published or shared in graduation projects, reports, conferences, etc., is the property of IICA.
- IICA will confirm receipt of the products or services corresponding to the consultancy if they meet the objectives of the work program and all other provisions that were agreed upon.
- By mutual agreement between the parties, the consultancy may be terminated prematurely by either party by giving 15 days written notice.
- For the duration of the consultancy, the consultant will receive a monthly remuneration in the amount of USD 3,000.00 (Three Thousand United States Dollars and 00/100).
- The consultant is responsible for obtaining adequate insurance coverage. In case of an emergency, the institute shall not be liable if the consultant lacks insurance coverage; local laws on this topic shall be applied.
- In compliance with the provisions of the Personal Data Protection Policy of the Inter-American Institute for Cooperation on Agriculture, hereinafter called IICA, the onsultant declares that:
- He/she has been explicitly informed that the data provided to IICA will be processed internally for its exclusive/limited purposes in a database owned and protected by IICA.
- He/she understands that this information shall be used solely for the stated purposes and that I will be advised of any change in these conditions, through the established communication channels.
- Similarly, He/she commits to directly informing IICA about any change in this information and accept that omitting to do so will release IICA from any liability regarding the accuracy of said information.
IICA has advised that its database is administered in a decentralized manner, and that whenever necessary, it may provide greater details about the personal data that is housed therein. This request should be made by sending a signed note to data.protection@iica.int.
