Job Description
The recent trough that hit the east of Dominica in November 2022 left several communities severely affected, and many families displaced from their homes. The Government of Dominica has decided to undertake a relocation housing development project for these vulnerable households at Castle Bruce. The project aims to provide secure and comfortable housing to potentially displaced families, while also creating a community with adequate public amenities and infrastructure.
Responsibility
he Ministry of Housing and Urban Development is seeking proposals from qualified firms with experience and expertise in site planning and designing to prepare a development plan of a 27-acre site in Castle Bruce, Dominica. The project requires the development of a comprehensive site plan that will address the following elements:
- Pre-designed houses: The settlement project must include two, three, and four-bedroom individual houses (pre-designed to resilience standards), and the necessary infrastructure such as a water supply, waste management, internet and electricity supply within the development. Inkeeping with our resilience thrust, all utilities are encouraged to be undergrounded and allowance should be made for resident's parking
- Road Network: The plan must include the design and layout of a road network that will connect the housing development to the main road system and provide access to various areas within the development
- Community Facilities: The plan should incorporate the development of community facilities such as a play spaces or community center, and other relevant public amenities
- Retail Spaces: The plan should include commercial and retail spaces within the development to cater to the needs of the new residents
- Sustainable Design: The site plan should include the incorporation of sustainable design elements such as green spaces or green infrastructure to promote environmental sustainability
Experience and Qualifications
- Company Overview: A brief overview of your firm, including your years of experience, qualifications, and relevant project experience
- Project Approach: A detailed approach to the project, including proposed methodologies, timeline, and project team structure
- Site Planning: A comprehensive site plan that addresses the project scope, including layout, infrastructure, and public amenities
- Cost Proposal: A detailed cost proposal that includes all relevant expenses, such as consultancy fees, labor costs, materials, equipment, and any other expenses

The due date for submission of proposals is May 12th, 2023, by 5:00 pm. Proposals should be sent digitally to the Permanent Secretary of the Ministry of Housing and Urban development at pshousing@dominica.gov.dm.
The contract will be awarded based on the most advantageous proposal submitted. If successful, the selected firm will be required to prepare to prepare a detailed contract proposal, including a work plan and detailed scope of work.
