Job Description
The Quantity Surveyor (QS)/ Contracts Manager (CM), QS/CM reports to the Senior Quantity Surveyor (SQS) and assists the SQS in managing all costs relating to building and civil engineering projects, from the initial calculations to the final figures. He/she shall seek to minimise the costs of infrastructure projects assigned to MCPU and enhance value for money, while still achieving the required standards and quality.
The QS/CM will be responsible for estimating materials, time and labour costs; drafting and negotiating bids for tenders and contracts; monitoring each stage of construction to ensure that costs are in line with forecasts; reviewing and assisting in the preparation of financial progress reports on MCPU projects; advising on legal and contractual project matters; acting on behalf of MCPU (when necessary) to resolve disputes.
Responsibility
- Provide the full range of quantity surveying duties on major works projects, and assist with reporting on the physical and financial progress, and quality achieved;
- Prepare programme estimates, cost reports and forecasts, and supporting project managers with day to day cost management;
- Provide project financial management expertise related to budget forecasts, budget setting and cost modelling;
- Provide support with procurement exercises and tender evaluation including drafting of tender and contract documents, opening and evaluating of tenders, and the retention and storage of tender documents in accordance with the procurement procedures;
- Assist in the production of all documentation necessary for the efficient administration of all projects.
- Assist in the control and monitoring of all financial aspects of projects within responsibility of the role and ensure value for money is obtained throughout;
- Assist with contract administration and post contract reviews. The post holder will prepare reports of contractor performance including analysis of key performance indicators information and make recommendations for future inclusion on tender lists or approved list inclusion;
- Participate in process audits of partnered contracts including monitoring the application of fixed cost overheads and profit on partnered term contracts;
- Ensure that contractors’ key information, such as method statements, insurances, risk assessments and other relevant documentation are in order and current;
- Identify and report on matters that may affect project costs, create budget management issues, or involve cost mitigation processes;
- Assist in the review and development of operational guidelines and, standards for materials and contracts,
- Prepare timely pre-tender estimates, financial reports, and final accounts; work with colleagues to develop and set up computerised systems using standard software applications (i.e. Microsoft Office, Project) as required; and
- Perform other related duties as may be assigned or requested
Experience and Qualifications
- The holder of the post must have a first degree in Quantity Surveying, or related subject, from a recognised and accredited University. In addition,
- Minimum of 7 years practical experience and must be a member of the Royal Institution of Chartered Surveyors (RICS).
