State Prison: Dominica’s Correctional Facility in Stock Farm

The State Prison is Dominica’s central correctional institution, located in the community of Stock Farm, just north of the capital, Roseau, in Saint George Parish. Established to house individuals sentenced for criminal offences across the island, the facility is also referred to as Stock Farm Prison. It serves as the only long-term incarceration center under the authority of the Government of Dominica.
Function and Administration
The prison is managed by the Dominica Prison Service, which falls under the oversight of the Ministry of National Security and Legal Affairs. Its primary functions include the secure custody of convicted inmates, remanded individuals awaiting trial, and persons sentenced to short-term detention. Inmates come through legal processes facilitated by the Magistrate’s Court, High Court, and under laws such as the Criminal aw and Procedure Act and Bail Act.
Rehabilitation and Programs
The State Prison has recently attempted to shift its focus toward rehabilitation. Programs in vocational skills, farming, carpentry, and basic education are offered to reintegrate inmates into society. Religious support and counseling are also part of the prison’s reform initiatives, often delivered through collaboration with churches and non-governmental organizations.
Security and Challenges
Like many small-island correctional facilities, the prison faces overcrowding, aging infrastructure, and resource constraints. It has also been the subject of public scrutiny during high-profile cases involving remanded individuals and sentencing delays. Nevertheless, it remains a key component of the island’s justice system and continues to evolve in its role and operations.
