Petite Savanne Constituency

The Petite Savanne Constituency is one of Dominica’s 21 parliamentary constituencies, established under the Constitution of the Government of Dominica. It is located along the island’s southeastern coast and encompasses several rural communities with strong cultural identities and deep agricultural roots. The constituency has faced significant challenges in recent years, particularly due to natural disasters, but continues to play a vital role in Dominica’s political and developmental landscape.
Petite Savanne Constituency’s Geographic Boundaries
According to the Electoral Office of Dominica, the Petite Savanne Constituency is bordered:
- North: By the southern boundary of the La Plaine Constituency.
- East: By the Atlantic Ocean.
- South: By the sea and the northern boundary of the Grand Bay Constituency.
- Southwest: From the intersection of the boundaries of the parishes of Saint Luke, Saint Mark, and Saint Patrick, along the eastern boundary of the parish of Saint Luke, then along the northern boundary of Saint Luke to Morne Cannot.

The constituency includes the coastal communities of Bagatelle, Bellevue Chopin, Fond Saint Jean and Petite Savanne. These areas are characterised by their mountainous terrain, lush vegetation, and proximity to the Atlantic Ocean coastline.
Impact of Tropical Storm Erika
In August 2015, Tropical Storm Erika caused catastrophic damage to the Petite Savanne Constituency, particularly the village of Petite Savanne. Severe flooding and landslides led to the evacuation and permanent displacement of residents. The government subsequently initiated a resettlement program, relocating affected individuals to areas such as Bellevue Chopin, where 353 housing units were constructed under the Citizenship by Investment Programme and completed in 2019.
Political Representation
The constituency has been represented by Dominica Labour Party (DLP) members in recent years. As of the latest available information:
- 1990–2005: Urban Baron (Dominica Labour Party – DLP): Focused on rural development, bay oil production, and cultural events during his 15-year tenure.
- 2005–2019: Dr. Kenneth Darroux (Dominica Labour Party – DLP): Led post-Erika recovery efforts; served as Minister of Health during critical disaster response years.
- 2019–Present: Jullan Defoe (Dominica Labour Party – DLP): Current MP focused on agriculture, infrastructure, and resilience projects in coastal and inland communities.
Development Initiatives
Under the leadership of MP Jullan Defoe, several development projects have been undertaken to rebuild and enhance infrastructure within the constituency:
- Loubiere to Bagatelle Road and Bridge Rehabilitation Project: This $120 million project aims to improve connectivity and support Dominica’s goal of becoming the world’s first climate-resilient country. The initiative is expected to create employment opportunities and facilitate safer transportation for residents.
- Reconstruction of the Petite Savanne to Delices Link Road: Following the destruction caused by Tropical Storm Erika, efforts are underway to restore this critical access route. The project includes road clearing and the construction of the Bagatelle Bridge, with significant investments made to ensure the safety and resilience of the infrastructure.
- Community Facilities: To enhance community well-being, the government has invested in developing health centres, such as the new Bagatelle Health and Wellness Center, and the renovation of sports facilities, including basketball courts and playing fields.
Electoral Significance
The Petite Savanne Constituency is strategically essential in Dominica’s political landscape. Despite the challenges of natural disasters, the constituency has demonstrated resilience and continues contributing to national development. The DLP’s consistent representation reflects the party’s strong support base in the area.
