Caribbean Basin Security Initiative, Dominica’s Role

The Caribbean Basin Security Initiative (CBSI) is a long-term regional security partnership established by the United States in 2010 to strengthen the capabilities of Caribbean nations in countering crime, enhancing law enforcement, and promoting community safety. Dominica remains an active participant in this initiative, working alongside regional allies to address threats such as narcotics trafficking, arms smuggling, and transnational crime.

Enhancing Maritime and Border Security CBSI

Dominica’s location between Guadeloupe and Martinique places it on a significant trafficking corridor. Under CBSI, the country has received patrol vessels, surveillance equipment, and technical support to upgrade its maritime security infrastructure. The Dominica Coast Guard and Customs & Excise Division have benefited from U.S.-funded training to improve interdiction capabilities, vessel tracking, and coastal patrols. These resources aim to limit the infiltration of drugs and illegal weapons into Dominican territory and the wider Eastern Caribbean.

Strengthening Law Enforcement and Justice Systems

Beyond maritime operations, CBSI has funded reforms in Dominica’s justice and law enforcement sectors. Prosecutors, police officers, and customs officials have received professional training in areas such as criminal investigations, financial crimes, and human rights practices. These efforts reinforce institutional capacity and promote a justice system that is both effective and accountable. Dominica has also improved its ability to comply with international reporting standards related to money laundering and corruption.

Community-Level Crime Prevention

One of the most impactful areas of CBSI support has been youth development and crime prevention. In Dominica, CBSI-backed programs engage at-risk youth through mentorship, vocational training, and life skills education. These initiatives reduce the risk of gang involvement and offer positive alternatives in communities with high vulnerability to crime. CBSI facilitates regional intelligence-sharing, joint investigations, and collaboration between Dominica, other OECS members, and the Regional Security System (RSS). This has led to more coordinated responses to organized crime and enhanced readiness for cross-border threats.
