Partnered with Dominica State College, it serves as a primary research facility in Dominica, focusing on developing the creative capacity of youth through education and research in the arts, humanities, and social sciences. The institute emphasizes digital literacy and cultural fluency and is dedicated to preserving and sharing Caribbean culture and heritage.

The mission of Create Caribbean is to make knowledge accessible and freely shared among all, especially focusing on fostering a culture of intellectual inquiry. They aim to build and share digital tools for academic use, promoting open access to knowledge and research.
