DOWASCO Links Water Disruptions to Major National Infrastructure Projects

Communities across Dominica have been experiencing frequent water supply disruptions due to ongoing national development and infrastructure upgrade projects. The Dominica Water and Sewerage Company Limited (DOWASCO) has acknowledged the challenges while emphasising that the works are critical to improving long-term service reliability.
Public Relations Officer Kimani St. Jean explained that the Water Sector Strategic Development Project (WSSDP) is among the largest undertakings, with upgrades in Calibishie, Castle Bruce, Morne Jaune, Grand Fond, Riviere Cyrique, and the West Coast supply system serving Salisbury, Coulibistrie, and Morne Rachette. The scale of these projects means that interruptions are unavoidable, although efforts are being made to limit the inconvenience.
To ease the impact, DOWASCO is deploying water trucks in the hardest-hit communities, ensuring access during phases when supply is interrupted. St. Jean stressed that while frustrating for households and businesses, the temporary disruptions are necessary to build stronger and more resilient infrastructure.
In addition to the WSSDP, other major projects are influencing water distribution. The International Airport Project has created temporary outages in communities such as Wesley, Marigot, and the Kalinago Territory by affecting the Crapaud Hall system. Meanwhile, the Loubiere to Grand Bay road rehabilitation has forced pipeline relocations and occasional damage, affecting supply in Fond Baron, Loubiere, Citronier, Pointe Michel, Soufrière, Scotts Head, Pichelin, Grand Bay, Tete Morne, and surrounding villages.
DOWASCO has framed these interruptions as part of a broader process of national transformation, noting that once completed, the projects will deliver greater water security, improved distribution, and more reliable service for Dominicans.
