Court Rules in Favor of UWP Claimant on Citizenship Funds Case

The High Court has once again ruled in favor of Bernie Ryan, chairman of the St. Joseph Constituency Association of the United Workers’ Party (UWP), granting him legal standing to demand information from the Government of Dominica on the Citizenship by Investment (CBI) program and the use of related public funds.
This latest ruling reinforces an earlier decision affirming the court’s jurisdiction, allowing the case to proceed despite repeated efforts by the state to have it struck out. The matter is widely regarded as one of significant public interest.
Following the court’s order, the government has been directed to provide all requested evidence no later than December 2025. A further hearing has been scheduled for January 26, 2026. The decision marks a turning point in the case, which seeks to address lingering questions about the management of millions of dollars reportedly transferred to overseas accounts rather than being routed through Dominica’s Consolidated Fund, as mandated by the Constitution.
UWP political leader Dr. Thomson Fontaine, in a radio interview, stressed the importance of transparency and accountability, particularly given the absence of a formal parliamentary opposition. He argued that this places an added duty on the government to ensure proper disclosure of revenue flows.
The UWP has consistently maintained that hundreds of millions of dollars remain unaccounted for under the CBI program. Fontaine also pointed to regional parallels, noting that Saint Kitts and Saint Lucia have both acknowledged declining CBI revenues, raising concerns that Dominica may be facing similar challenges despite optimistic budget projections.
