Job Description
The Government of the Commonwealth of Dominica (GOCD) has applied for financing from the Caribbean Development Bank (CDB), United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Road and Bridges Rehabilitation Loubiere to Bagatelle - Post Tropical Storm Erika Project (Phase 1 – Loubiere to Grandbay Junction) and intends to apply a portion of the proceeds to eligible payments under this contract. Payment by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits a withdrawal from the Financing Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Climate Resilience Execution Agency for Dominica (CREAD) is the executing agency for the Project and is responsible for its implementation in collaboration with the Ministry of Public Works and Digital Economy. CREAD will coordinate the various activities within the Project.
CREAD now invites Expressions of Interest from suitably qualified and experience consulting firms for the provision of Construction Supervision Services for the “Rehabilitation of approximately 10.6km road section inclusive of Road Pavement, improved Drainage, Slope Stability, Retaining Walls, Improved Road Alignment, width, and Safety, and the construction of several culverts, and single spans bridges at Loubiere, Brewery, Pichelin, Grandbay North & Mitcham.
Responsibility
The key objectives of the construction supervision assignment are to;
- Ensure that high-quality construction is achieved and that all work is carried out in full compliance with the contract documents and technical specifications; and,
- Provide support to CREAD in the execution of its project management functions, including its monitoring and evaluation functions inter alia.
Experience and Qualifications
The consultancy will require the services of a Consulting Firm with extensive experience in supervision of road and bridge construction and rehabilitation. It is essential that the consulting firm demonstrates experience working in developing countries, and in steep terrain.
- The firm must have at least ten (10) years’ experiences in civil and structural engineering design and construction, with proven experience and success in the supervision of construction and rehabilitation of roads, bridges, slopes, and drainage.
- At least two (2) successful similar assignments for supervision of rehabilitation or construction of roads, bridges, slopes, and drainage during the past eight (8) years, of which at least one (1) had a project value in excess of US$30 million.
- Demonstrated experience in construction project management, dispute resolution, and sound construction Environmental Social Health and Safety (ESHS) management practices.
- Demonstrated experience in managing and mitigating environmental and social impacts, and in applying environmental and social risk management plans.
- Experience working in steep terrain will be an asset.
Eligibility
Firms, whether applying individually or in the form of a Joint Venture, shall be eligible to participate if:
- Be legally incorporated or otherwise organized in and have their principal place of business in an Eligible Country.
- Be more than fifty (50) percent beneficially owned, by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined.
- Shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e., more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country; and
- In all cases, not be subject to any restrictions under European Council Regulation No 2580/2001 of 27 December 2001 or the Terrorism (United Nations Measures) 2009 of the UK with a view to combating terrorism.
Benefits and Others
The duration of the assignment is expected to be for a period of 20 months during the construction period and associated support during the 12 months of defects liability period.
Further, it is expected that Request for Proposals will be issued at the end of November 2021 with a contract award by March 2022.
Eligible Countries
Eligible countries are member countries of CDB.
In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability, and existing commitments. All information must be submitted in English. Further information may be obtained from the first address below between 8:00 am and 4:00pm hours Monday to Friday.
Submissions of Expression of Interest must be in English and must be submitted by 4:00 pm (1600 hours), local time on November 15th, 2021.

Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The GOCD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. GOCD will not be bound to assign any reason for not shortlisting an applicant and will not defray costs incurred by Applicants partially or in its entirety in the preparation and submission of the EOI documents.
