Dominica TVET Council

The Dominica TVET Council serves as the national authority overseeing the development, regulation, and quality assurance of technical and vocational education and training across the country. Established under Part VI of the Education Act No. 11 of 1997, the Council operates under the aegis of the Ministry of Education, Human Resource Planning, Vocational Training, and National Excellence.

Mandate and Strategic Role of the Dominica TVET Council

The Council’s primary mandate is to ensure that TVET programs are responsive to the evolving needs of Dominica’s economy. This involves developing occupational standards, accrediting training providers, and facilitating the assessment and certification of learners. By aligning training programs with industry requirements, the Council aims to enhance the employability of graduates and support national development goals.

Certification and Quality Assurance

The Dominica TVET Council administers the National Vocational Qualification (NVQ) and collaborates with regional bodies to implement the Caribbean Vocational Qualification (CVQ). These competency-based certifications validate individuals’ skills and knowledge, ensuring they meet established industry standards. The Council also conducts regular audits and assessments to maintain the quality and relevance of TVET programs.

Recent Achievements

In April 2025, the Council marked a significant milestone by awarding skilled certificates to 45 individuals in various fields, including construction site supervision (CVQ Level 3), commercial food preparation, plumbing, electrical engineering, and garment making. This achievement underscores the Council’s commitment to expanding access to quality vocational training and certification.

Earlier, in August 2024, the Council hosted its inaugural NVQ Certificate Award Ceremony, recognising 60 candidates who completed skills programs under the Skills for Youth Employment (SkYE) initiative between 2019 and 2022. These events highlight the Council’s ongoing efforts to formalise vocational training and provide nationally recognised qualifications.

The Dominica TVET Council actively engages with various stakeholders, including industry partners, educational institutions, and civil society organisations, to ensure that TVET programs remain relevant and practical. By fostering partnerships and promoting continuous improvement, the Council aims to build a competent and adaptable workforce capable of meeting the challenges of a dynamic global economy.

Looking ahead, the Council plans to expand its reach by increasing the number of accredited training centres, developing new occupational standards, and enhancing its quality assurance mechanisms. These initiatives align with Dominica’s broader objectives of promoting innovation, enhancing competitiveness, and fostering inclusive economic growth.
